Yes, it needs an Internet connection to get the latest and live feeds about the traffic situation or the map of your target destination.  But the good thing about this traffic app for Android is if you don’t have any unlimited data plan subscription then you can stop by somewhere there’s a WiFi hotspot and download the data you needed before you go.
